SCSC membership is open to water and wastewater agencies and other public authorities. Members of SCSC pay $10,000 to support research, outreach, events, and an annual graduate student fellowship.

SCSC is a nonprofit public benefit corporation organized under IRS Code 501(c)(6). SCSC comprises nine members:

• Orange County Water District

• San Bernardino Valley Municipal Water District

• San Diego County Water Authority
